Only 10 Muslim MLAs in New Maharashtra Assembly

MAHARASHTRA :

In the recently concluded assembly elections, only 10 Muslim candidates managed to secure victories in the 288-seat Maharashtra Vidhan Sabha, marking a huge representation gap for the state’s 11.56 % Muslim population. The last assembly too had the same number of Muslim MLAs (around 3.5%).  A total of 420 Muslim candidates contested the elections, with 218 running independently and 150 fielded by smaller parties. However, major political outfits largely overlooked Muslim representation, fielding limited candidates.

The Mahayuti (BJP+NCP+Shiv Sena) alliance, which swept the elections with a clear majority, included three Muslim winners: Shiv Sena’s Abdul Sattar and NCP (Ajit) candidates Sana Malik and Hasan Mushrif. The Samajwadi Party’s Rais Shaikh secured the largest victory margin, winning the Bhiwandi seat by 52,015 votes, while Congress’s Amin Patel followed with a 34,844-vote margin in Mumbadevi.

AIMIM’s Mufti Abdul Khalique narrowly won the Malegaon Central seat by just 75 votes, highlighting the intense competition in certain constituencies. SP’s Abu Asim Azmi secured the Mankhurd Shivaji Nagar seat with a margin of 12,753 votes, while Congress’s Sajid Khan Pathan won Akola West by a mere 1,283 votes. Shiv Sena (UBT)’s Haroon Khan claimed the Versova seat with a margin of 1,600 votes.

Congress faced criticism for fielding only nine Muslim candidates despite earlier promises of 18, leading to a potential vote split. AIMIM fielded 12 candidates, the highest among all parties. The BJP-led Mahayuti benefited from schemes like the Ladki Bahin Yojana, which reportedly swayed Muslim women voters. Observers also noted Ajit Pawar’s influence in consolidating minority support for the alliance. Results showed slim margins in several constituencies, raising questions about vote division and electoral strategies. The data underscores the challenge of translating numerical presence into political influence for Maharashtra’s Muslim community.

Haj House centre wins big in UPSC

Mumbai, MAHARASHTRA :

Muzammil Sayyed, a trainee at the centre from Latur, said, “We got a boost after three of our seniors cracked the UPSC examination.”

“The cell is good for freshers as it helps in clearing the UPSC preliminary examination,” said Mohammed Mustafa Aejaz.(Pratik Chorge/HT Photo)
“The cell is good for freshers as it helps in clearing the UPSC preliminary examination,” said Mohammed Mustafa Aejaz.(Pratik Chorge/HT Photo)

The civil services coaching centre at the city’s Haj House, which until now has had limited success in pushing Muslim youth towards civil services, got a boost, after three of its alumni were recently selected by the Union Public Service Commission (UPSC).

Junaid Ahmad, who hails from Bijnaur in Uttar Pradesh and was trained at the IAS and Allied Coaching and Guidance Cell, run by the Centre’s Haj Committee of India (HCI), for two years between 2013 and 2015, ranked third nationally in the UPSC examination. The other two successful aspirants – Zaib Shaikh, from Ahmednagar, and Mohammed Mustafa Aejaz, from Mehboob Nagar in Telangana – were placed at the 225th and 613th positions, respectively.

An HCI official said the news of these achievements has generated a renewed interest and awareness about the coaching facility among the community. “Ever since the UPSC results were declared [on April 5], we have been receiving enquiry calls from all across the country. I still get around 50 calls every day,” he said.

Muzammil Sayyed, a trainee at the centre from Latur, said, “We got a boost after three of our seniors cracked the UPSC examination.”

Last year, as many as 6,732 graduates from across the country had applied for the centre’s entrance test, up from around 1,500 registrations in 2017. This year, the HCI officials expect the number of applications to increase even further – the last day to apply is May 7.

The Cell was established in August 2009, in the backdrop of the Sachar Committee report, which found that Muslims lagged behind most of the other communities in the country in educationally, economically and politically. The report, released in November 2006, pointed out that while Muslims constitute 14% of the Indian population, they only comprise 3% of the civil services and 4% of the police service. Since then, the Muslim representation in civil services has improved to some extent. Of 1,099 candidates who cleared the civil services examination last year 50 (4.5%) were Muslims, the highest since Independence. So far, the coaching centre has produced seven UPSC achievers, including the three who were selected this year. Several other alumni have joined other government agencies, including Reserve Bank of India, Central Excise Department and various state services.

“The cell is good for freshers as it helps in clearing the UPSC preliminary examination,” said Mohammed Mustafa Aejaz.

According to SAM Hashmi, the founder director, who headed the cell between 2010 and 2013, lack of proper leadership at HCI and the cell is to be blamed for its slow progress. “The leaders lacked either academic experience or administrative experience or both,” said Hashmi, who was principal at Akbar Peerbhoy College, Grant Road, and now heads a coaching academy at Mumbra.

In the last ten years, the cell has had four directors. Anwar Khatau, the current director, has previously served at the accounts section of HCI as well as the state’s Maulana Azad Minorities Financial Development Corporation Limited. He was appointed in 2017.

The cell has been experimenting with various coaching techniques, including video lectures and in-person lectures. Last year, the HCI switched back to in-person lectures by faculty from a Pune-based academy, after video lectures by a Delhi-based academy failed to deliver desired results. MA Khan, who was appointed the chief executive officer (CEO) of HCI last year, said the cell is trying to extend every possible support to its students and alumni. “We are providing books, residence and monetary help to our former students for service-specific training at their own place. We have even roped-in non-government organisations for this purpose. We fulfil all the demands of the students of the current batch of the students. In fact, we sought their approval before appointing the faculty,” he said.

Among other changes, the HCI has also done away with the deeniyat (religious knowledge) section of the entrance test and admitted aspirants solely on the basis of their knowledge relevant to civil services. It has also introduced weekly tests and facilitates weekly interactive sessions with faculty. The cell has also encouraged interaction among students, including inter-gender interaction, which was discouraged until now. The students said that the environment at Haj House is conducive for preparing for civil services examinations. “After a year of coaching at Haj House, I stayed here for another year to prepare for the UPSC exam. I will now leave so other students get the opportunity,” said Rais Shaikh, a trainee from Thane.

Sajid Husain, a trainee from Jalpaiguri in West Bengal said that the Haj House facility needs wider publicity. “Many are still unaware of the scheme,” he said.

“There’s a proposal to start such coaching centres at the state-level Haj committee facilities,” said Sayyed.

Trends and results are expected to start coming by 11:00 am

09:00 AM Counting of votes to elect the new body of 227-member cash-rich Brihanmumbai Municipal Corporation (BMC) is scheduled to begin today i.e. Thursday February 23, 2017 at 10:00 am, an election officer said. India’s commercial hub Mumbai went to polls on Tuesday, recording 55.28 per cent voter turnout – highest in recent years.

Along with Mumbai, 09 other Municipal Corporations also went to the poll on Tuesday. Counting of votes in all these civic bodies including Nashik, Pune, Nagpur, Thane and Akola will start at 10:00 am today, the election officer added.

In Mumbai, the main parties in the fray are the ruling Shiv Sena, Bhartiya Janata Party (BJP), Congress, Nationalist Congress Party (NCP), Samajwadi Party (SP) and All India Majlis-e-Ittehadul Muslimeen (AIMIM).

About 2,275 candidates contested the bitterly fought elections.Over 92 lakh voters exercised their democratic rights.

While overall turnout for the BMC election was nearly 10 percentage points up from the last time, in 52 of the total 227 electoral wards, more than 60% of voters exercised their franchise. That’s nearly two of every three registered voters.

BJP and its bickering ally in the state government Shiv Sena, who could not form an alliance for the civic poll in the megapolis or elsewhere this time, fought keenly, lashing out freely at each other during the bitter campaign.

Surge in voting occurred in two suburban clusters, the stretch comprising Bhandup, Mulund, Vikhroli and Ghatkopar in the eastern suburbs, and the areas comprising Jogeshwari, Dindoshi, Malad, Kandivli, Borivli, Gorai and Dahisar in the west.

Overall, though turnout was high in pure percentage terms, the absolute number of voters rose by less than 5 lakh. This is because the electoral list shrunk due to roll revisions after deletion of names for various reasons.

As per the existing position, Shiv Sena has 75 – maximum number of corporators and ruling the Mumbai Mahanagar Palika in alliance with the BJP which has 31 members.

Congress has a total of 52 members, the Nationalist Congress Party (NCP) has 13 members and others including Abu Asim Azmi led Samajwadi Party (SP) and independents have a total of 28 members.

The AIMIM currently has no member in Mumbai, as the Owaisi led Hyderabad based party is contesting the Mumbai BMC Elections for the first time.

Chief minister Devendra Fadnavis and Shiv Sena president Uddhav Thackeray are sailing in the same boat over the outcome of the crucial elections to the BMC.

In the event BJP fails to secure a clear majority, Fadnavis will be in trouble though he has declared that the outcome of the polls will not be a referendum on his two-year-old government.

Thackeray has made the election a prestige issue as it is for the first time in the recent past that the Shiv Sena has been challenged in the BMC polls. Sena has directly controlled the BMC since 1997.

Ever since Sena unilaterally terminated the alliance with BJP, Fadnavis embarked on an aggressive campaign against it, saying, it was alone responsible for the corruption and irregularities in BMC. Fadnavis alleged that the Sena was collecting `haftas’ from BMC contractors, and as a result, the quality of work was poor.

He addressed more than 22 election meetings and BJP put up well over 1,000 banners and hoardings across the metropolis, depicting Fadnavis as the posterboy of BJP.

“We have exposed the Sena’s corruption in BMC. We established that the quality of services in Mumbai was poor. BJP expects a clear majo rity. The mandate will be in our favour, we will not require a post-poll alliance,“ Fadnavis had told ToI a week ago.

Uddhav too did not lag behind in his aggressive campaign against BJP, particularly PM Narendra Modi and Fadnavis.

“The CM is presiding over a cabinet of goons,“ he observed.Thackeray and his son Aaditya concentrated on Mumbai to ensure that the Sena does not lose control over BMC.

Mumbai Congress president Sanjay Nirupam predicted a hung corporation.

“Congress will improve its performance. After the BMC polls, Sena and BJP will come together,“ Nirupam said. Nirupam said in the event BJP fails to secure a clear majority , it will be a verdict against the CM, since he had personally led the campaign against the Sena.

“The CM will have to accept the verdict and then decide,“ he said.

According to an NCP leader, if Sena secures a clear majority , Thackeray will not hesitate to pull out of the government.

The AIMIM led by Asaduddin Owaisi and Samajwadi Party led by Abu Asim Azmi too are optimistic about the results.

“High voter turnout was in our favour. We are confident of winning at least 15-20 seats in Mumbai”, AIMIM MLA Waris Pathan said.
